Calculates the wind chill index.

temp	temperature for calculating the wind chill index
t-units	units of the temp value; the output will also be in these units
	F	Fahrenheit
	C	Celsius
	K	Kelvin
speed	wind speed for calculating the wind chill index
s-units	units of the specified wind speed
	KTS	knots
	KPH	kilometers per hour
	MPH	miles per hour
	MPS	meters per second
	FPS	feet per second

CHIlltype=	CURRENT	list wind chill value computed with the formula implemented by the National Weather Service in November 2001 (default)
	OLD	list wind chill value computed with the pre-2001 formula
	ALL	list wind chill value for both CURRENT and OLD formulas

CHILL -15 C 17 KTS

This entry lists the wind chill index for a temperature of -15° C and a wind speed of 17 knots.

CHILL 12 F 40 MPH

This entry lists the wind chill index for a temperature of 12° F and a wind speed of 40 miles per hour.
